I know the KB article (https://olibra.zendesk.com/hc/en-us/articles/4404091218189--App-Backup-and-restore-your-Bond-devices) states this is not supported in the Bond app, just wondering if there’s any possible way of doing this via the CLI tools.

The CLI tools may let you do it. The reason we limited it is because there are some features only available on Bridge Pro which would cause lots of weird corner cases, plus the more popular migration path is from consumer to pro. So for these reasons we did not invest in covering all the corners for the downgrade. But it would probably work for you via cli but YMMV.
Restoring a backup from the BBP to the BB worked successfully via the CLI (I have 4 fans and 4 somfy blinds, all working on the BB now).
